CHARACTERISTICS OF CLASS: This is a probationary position for fire department employees. Position requires extensive basic training and skills development to establish firefighter proficiency at the Firefighter I level as prescribed in NFPA Standard 1001 within six (6) months following date of employment. Employment may be terminated at any time for unsatisfactory performance during this probation period. Engages routinely in housekeeping and maintenance activities at assigned station. Participates in emergency operations commensurate with attained level of training. Is closely supervised by company and shift commanders and is instructed by senior firefighters. Works an assigned shift schedule offering the greatest opportunity for training. Must become Paramedic certified within six months of hire.

EXAMPLES OF WORK: Learns proper use of firefighting tools and equipment in on-the-job training. Participates in classes and drills on fire suppression fundamentals. Responds to all fire emergency calls with his company or any other company as directed by superior officers. Studies all prescribed training materials as well as location of City streets, County roads, and fire hydrants, first aid, drill work, building inspection and fire prevention (Must score 80% on Streets, Roads and Hydrant tests). Takes examinations on training subjects to prepare for advancement. Learns all departmental rules and regulations and abides by same. Performs a wide variety of housekeeping chores and any other duties assigned by a superior officer. Performs routine general maintenance work as assigned by a superior officer. Attends training schools or classes as recommended by the superior officers. Performs all tasks under direct supervision of a superior officer and follows all orders consistent with the overall mission of the WFD. Participates in physical fitness program of the department. Trains in control of hazardous materials and responds as a first responder to hazardous material incidents. Performs all requirements to maintain certification. Performs basic life support when necessary if an EMT. Performs advanced life support when necessary, if a paramedic. Qualifies annually on the ability test. Operates as both a member of a team and independently. Spends extensive time exposed to severe weather conditions. Tolerates extreme fluctuations of temperature. Performs work in wet, icy, muddy areas. Performs a variety of tasks on slippery, hazardous surfaces. Works in areas where sustaining traumatic or thermal injuries are possible. Faces exposure to body or health damaging agents. Wears person protective equipment that weighs approximately 50 pounds. Performs complex tasks during life-threatening emergencies. Works for long periods of time, requiring sustained physical activity and intense concentration. Makes life and death decisions during emergency conditions. Be exposed to traumatic sights and smells associated with major trauma or burn victims. Make rapid transitions from rest to near maximal exertion without warm-up periods. Operate in environments of high noise, poor visibility, limited mobility, at heights and in enclosed or confined spaces. Rely on senses of sight, hearing, smell and touch to help determine the nature of the emergency, maintain personal safety and make critical decisions in a confused, chaotic and potentially life threatening environment . Must be able to drag or lift a minimum of 175 pounds. MINIMUM REQUIREMENTS TRAINING AND EXPERIENCE: High School graduate or GED. Must have a valid Kentucky Operator's License and a good driving record. Must meet requirements established by Kentucky Revised Statutes for third class cities and the City of Winchester Personnel Code for firefighters.

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Must be in excellent physical condition with no impairment. Candidate may have corrected vision. Must have ability to understand and follow difficult oral or written instructions. Must be able to learn to use firefighting tools and appliances. Must have the mental capacity to retain and utilize instructions offered in lecture, demonstration and practical exercise training presentations.

JOB RESPONSIBILITIES RELATED TO PATIENT PRIVACY
1. The employee is expected to protect the privacy of all patient information in accordance with the City of Winchester’s Fire/EMS privacy policies, procedures, and practices, as required by federal [and state] law, and in accordance with general principles of professionalism as a health care provider. Failure to comply with the City of Winchester’s, Fire/EMS policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or of membership or association with City of Winchester.
2. The employee may access protected health information and other patient information only to the extent that is necessary to complete your job duties. The employee may only share such information with those who have a need to know specific patient information you have in your possession to complete their job responsibilities related to treatment, payment or other City of Winchester, Fire/EMS operations.
3. The employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding the City of Winchester’s, Fire/EMS policies and procedures on patient privacy and any observed practices in violation of that policy to the designated Privacy Officer.
4. The employee is expected to actively participate in City of Winchester, Fire/EMS privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with City of Winchester’s, Fire/EMS policy.

Salary Information: $32,494.26/annual

Benefits: $9.76 per hour FF/EMT ($32,494.26) - $10.68 per hour FF/Paramedic plus $4,000 annual training incentive; Additional 5% raises at 6 months and one year; $1.00 per hour Ambulance Pay; Overtime is available; 1½ times salary Paid Life Insurance up to $50,000; 6 Comp Days, 3 weeks paid vacation per year; 12 hours sick accrual per month; 93% of Health (Emp $38.00/Fam $113.00 per month) and 95% Single Dental (Emp $1.13/Fam $59.58 per month); Prescription Plan; CERS Hazardous retirement.

Must have current CPAT card or have CPAT card by date of hire unless exempted under the employment qualification of being employed by a full time fire department within one year from date of hire. There will be a physical ability exam for those who are currently employed with a full time fire department and do not require CPAT card, written test, and an oral interview if eligible.
