Bloomington’s new City Engineer will have the opportunity to join the organization at a pivotal time and help shape the community for decades to come. This position leads the Transportation and Traffic Services Division, a group of experienced professionals who are committed to not only providing outstanding service but for improving the quality of life for Bloomington residents. The City Engineer has nine direct reports including the Senior Project Engineer, Project Engineer, Senior Project Manager, Project Manager (2), Public Improvements Manager, Engineering Field Specialist, Engineering Technician, and Planning Technician. Per the Indiana State Code, this position is a Mayoral appointment.

The City Engineer reports to the Director of Planning and Transportation and serves as a member of the Plan Commission. This position is responsible for identifying transportation needs and priorities and for developing and managing a multi-year capital improvement plan. The City Engineer works closely with the Public Works Director on all related transportation and maintenance needs, issues request for proposals, awards construction contracts, and monitors and manages contractors. The position requires a bachelor’s degree in civil engineering or related field with a minimum of five years of progressively responsible engineering experience, with at least two years in a management/supervisory role.

A State of Indiana registration as a Professional Engineer or the ability to obtain such registration within six months of hire date is required. Preferred qualifications include experience working in local, state or federal government; working with a governing body or board/commission; working in a college metro area; background in transportation and/or traffic engineering; strong financial management and budgeting skills and/or management of a capital improvement plan (CIP); supervisory experience; and a master’s degree in a related field.
