Class Characteristics: Under direction of City Manager, plans, organizes, directs, manages all activities and programs of Engineering including development and implementation of City-related capital development, construction projects and contracts through the application of administrative and professional engineering knowledge and skills.

General Duties and Responsibilities: Serves as City Engineer. As directed, designs (in-house or consultant), permits, bids and constructs capital projects including utilities, public services facilities and buildings. Develops, coordinates, and implements Capital Programs with City Depts., including: planning, organization, and budgeting of Capital Development for City related assets and water, wastewater, and storm water systems. Works cooperatively with Public Services and Utilities, and other Departments as necessary to implement the Capital construction program and administration of capital projects in operating areas. Works cooperatively with the Dept. of Public Services and Dept. of Utilities in preparation/administration of the annual capital budget and the 10-year Capital Improvement Plan for the City; Administers the cost of service rate study in cooperation with the Chief Financial Officer of the City. Serves as a technical resource to operations and Public Services for compliance with water, wastewater and stormwater regulations. Manages personnel functions within the department, including hiring, promotion, demotion, disciplinary action, performance reviews and salary recommendations. Provides technical support on construction projects and contracts within the city and utility operations, including quality assurance and compliance with design and specifications. Designs, reviews, and approves projects to extend city services to new developments and industries. Manages professional services contracts for engineering planning and design, including issuing RFPs, engineer selection and contract award and administration. Provides consultation and advice to other departments within the City on engineering matters. Maintains records on City assets, property and equipment; conducts research on property deeds and easements; manages City computerized mapping and asset management system. Ensures that adequate inventory of equipment, materials, and other supplies needed in the department. Maintains good public relations through courteous and prompt attention to complaints. Attends Commission and civic organization’s meetings and reports on departmental activities and programs; serves on boards as requested. Review and approval of subdivisions including preliminary plans, subdivision plats and commercial and residential building permits. Administers and enforces MS4 (Municipal Separate Storm Sewer System) regulations including reporting, inspections, reviews and issuances of violations. Administers streetscape program. Review permits to work within rights of way and drainage requests. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS Training and Experience: Ten (10) years experience in management and engineering design and construction; Bachelors degree in Engineering (Civil Engineering preferred) from an accredited college. Masters degree preferred, but not required. Certification/Licensing Requirements: Must possess and maintain a valid Kentucky driver’s license as a condition of continued employment in this class. Must possess a Professional Engineer License in Kentucky (prefer Civil Engineering) or ability to obtain through reciprocity in 6 months. Availability: Must be able to attend meetings during evenings and weekends and respond to calls in emergency situations at any time.

Salary Information: $75,938 to $121,501 Based on Qualifications
