Position Title: Landfill Manager
Department: Landfill
Classification: Classified Full-Time Status: Exempt (Salaried)
Compensation Range: Grade 215 Reporting Relationship(s):
Position Reports To: Superintendent of Public Works / Assistant Superintendent
Supervises: Landfill Department Employees


Position Purpose Under general direction, responsible for the management and operation of the landfill.
Essential Functions and Basic Duties:

  • Organizes and directs activities of personnel in the operation of the landfill and disposal activities including scheduling crews and work requirements.
  • Develops plans and procedures to ensure efficient landfill operations and for compliance with operating permit requirements, and local, state, and federal regulations.
  • Facilitates on site performance of third-party contractors.
  • Ensures diversion of recyclables and hazardous waste from waste stream.
  • Ensures proper maintenance of facilities and equipment.
  • Prepares required remediation reports to state each quarter as required by KRS.
  • Perform random audits to waste profiles to ensure compliance to permit of commercial customers.
  • Maintain accurate records as required by KRS and City of Glasgow DPW
  • Ascertains if individuals are authorized to use the facilities.
  • Gives advice and information regarding disposition of unacceptable items.
  • Must be able to identify incorrect potential safety issues that would affect public or employees.
  • Ability to operate the weigh station scales.
  • Performs other related duties as required.

Qualifications: Training and Experience:

  • Graduation from an accredited high school or its equivalent (GED).
  • Special Requirement(s):
    • Possession of a valid driver’s license.
    • Ability to pass a physical examination.
    • Ability to be bonded.
    • Certification by appropriate state environment agencies is required.
    • Ability to obtain certification in specialized courses regarding landfill management and environmental regulations.
    • Monitor and Record data from Methane Gas collection agency.
    • Knowledge of EPA permits concerning Air and Water quality.

Special Knowledge, Skills and Abilities:

  • Knowledge of the rules and regulations governing landfill operations and environmental regulations.
  • Ability to supervise private contractor and perform landfill monitoring.
  • Ability to deal with personnel and issues as they arise.
  • Knowledge of environmental reporting requirements.
  • Understanding of the site’s permit and engineering plans.
  • Ability to establish and maintain effective working relationships with supervisors, co-workers, and the general public.

Physical Activities and Requirements of the Position:

  • Finger Dexterity: Using fingers to make small movements such as typing, picking up small objects, or pinching fingers together.
  • Talking: Must frequently convey detailed or important information, instructions, or ideas accurately, easily audible, and quickly.
  • Average hearing: Able to hear average or normal conversations and receive ordinary information.
  • Repetitive Motions: Movements frequently and regularly required using the wrists, hand, and/or fingers.
  • Average Visual Abilities: Average, ordinary, visual acuity necessary to prepare or inspect documents or products or operate machinery.
  • Physical Strength: Combination of sitting, standing and moving around the community at large. Ability to move objects weighing up to 100 lbs.

Working Conditions: General indoor and outdoor work in all weather conditions.

Mental Activities and Requirements of the Position:

  • Reasoning Ability: Ability to apply common sense understanding to carry out detailed instructions and to deal with problem involving variables.
  • Mathematics Ability: Ability to perform basic math skills including adding, subtracting, multiplying and dividing two-digit numbers; to perform the four basic arithmetic operations with money; to perform operations involving measurements.
  • Language Ability: Ability of average to above-average vocabulary and to read at an average rate; define unfamiliar words in dictionaries and other references and resources for meaning, spelling, and pronunciation. Ability to write complex sentences, using proper punctuation, and use adjective and adverbs. Ability to communicate in complex sentences; using normal word order with present and past tenses; using a good vocabulary.
