The City of Frankfort Sewer Department seeks qualified applicants for the position of Deputy Director of Engineering. This position will be responsible for the design of the sanitary sewer and pump station repair projects, construction projects, and monitoring special projects related to the sanitary sewer collection and conveyance system.

Position responsibilities include:

  • Plans, organizes, directs, coordinates and evaluates all activities and programs involving the design of construction, rehabilitation and upgrades of sanitary sewer lines, wastewater pump stations and associated installations;
  • Assist with operating policies and procedures relating to the sanitary sewer collection system in consultation with the Department staff;
  • Works with contractors and state regulatory personnel, reviews preliminary and final plans for development, and approves or rejects installed sewer lines;
  • Assist other departments and/or agencies during construction projects;
  • Attends pre-bid, pre-construction, and other meetings as required and provides written documentation of project status;
  • Issues applications and approves permits for sewer taps and insures that new customers are placed on billing list;
  • Prioritizes improvement projects based on the needs of the system to insure compliance within specifications;
  • Provide managerial and technical direction to professional and support staff during project execution including evaluation, characterization, mitigation and permitting;
  • Must be able to read and interpret blueprints and engineering drawings;
  • Coordinates procurement of bids for projects and materials with the City’s Purchasing Agent;
  • Insures compliance with accepted safety standards and procedures;
  • Oversees and reviews construction and maintenance procedures for the collection system to ensure compliance with safety standards;
  • Completes evaluations of subordinate employees, discusses same with the employee to provide information regarding areas in need of improvement and areas where the employee excels;
  • Oversees the cleanliness and maintenance of assigned vehicles and equipment, including preventative maintenance program;
  • Supervises the preparation of required records and reports; • Insures that an adequate inventory of materials, supplies, tools and spare parts are maintained;
  • Notifies affected customers and appropriate administrative staff in the event of temporary interruptions of service for repair purposes;
  • Insures all work orders and complaints are handled in a timely manner;
  • Must have experience managing other professional and support personnel;
  • Participates in continuing education programs and insures subordinate personnel attend continuing education programs as necessary;
  • Must possess basic computer skills and proficiency with the Microsoft Office Suite and AUTOCAD desirable

Requirements of Position:

  •  Bachelor Degree in Civil Engineering, Environmental Engineering, Construction Management, or comparable field required
  • Five (5) or more years progressively responsible supervisory experience in water and/or wastewater utilities or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.
  • Must be licensed as a professional engineer by the Commonwealth of Kentucky, or obtain within 6 months of employment, and maintain license as a condition of employment. • Commonwealth of Kentucky Class IV Wastewater Collection System License desired but not required.
  • Must possess and maintain a valid Kentucky Driver’s License as a condition of employment.
  • Must be capable of working occasional overtime.
  • Experience in public utilities is preferred.
