Position Summary:   Performs difficult professional, technical, administrative work in planning, implementing, supervising, reviewing, and monitoring financial management and reporting systems for both the Kentucky League of Cities and its insurance services programs; responsible for assisting the Director of Accounting with the supervision of accounting staff; does related work as required.

Work is performed under the general supervision of the Director of Accounting. This is sedentary to light work that requires limited physical effort.

  • Assists the Director of Accounting with the supervision of the accounting staff and accounting functions.
  • Plans, develops, and reviews the financial activity of all League programs including insurance, financing, and member programs.
  • Oversees all accounting functions relating to the Kentucky League of Cities and its insurance service programs.
  • Establishes procedures to enable the preparation of timely and appropriate financial reports for management and Board use.
  • Assists and supports external auditors and independent actuaries in compiling data necessary for their reviews and reporting data to reinsurers.
  • Assists in the preparation of the annual operating budget for all League entities.
  • Analyses current operating expenditures and estimates of future revenues and expenditures.
  • Conducts research and related projects concerning the League budget and financial issues.
  • Monitors revenue and expenditures patterns and recommends corrective measures as required.
  • Consults with departmental and other staff members on matters of financial management and control.
  • Monitors and evaluates accounting systems, audits of accounts and internal control systems.
  • Maintains the computerized general ledger and financial statement process.
  • Develops financial reporting systems as requested.
  • Reviews detailed work of accountants and prepares financial statements.
  • Reviews regulatory filings.
  • Performs related tasks as required.

Knowledge, Skills and Abilities:  Thorough knowledge of the principles, methods and practices of accounting and auditing procedures and standards; knowledge of insurance accounting and reporting requirements and procedures; understanding the regulations and laws governing property and casualty insurance; knowledge of computer systems operations and utilization; thorough knowledge of advanced Excel features; thorough knowledge of research techniques, methods and procedures; ability to analyze and develop budget and finance estimates; ability to conduct detailed research and prepare reports and findings; thorough knowledge of modern office management and supervisory practices and techniques; ability to effectively present complex ideas both orally and in writing; ability to prepare concise and detailed technical reports and charts; ability to establish and maintain effective working relationships with other employees.

Education, Licenses and Experience:  A four-year degree from an accredited college or university with a major in accounting. Certified Public Accountant License is strongly preferred. Minimum of five years’ experience in auditing and accounting, with an emphasis on financial reporting is required. One to three years of supervisory experience is preferred.

Special Requirements:  Possession of an appropriate driver’s license valid in the Commonwealth of Kentucky.
