Avoid Unnecessary Demolition Violations

The Field Operations Branch of the Kentucky Division for Air Quality (DAQ) asked KLC to distribute information regarding DAQ requirements. Specifically, inspectors want to help cities avoid violations by making sure they have proper federal inspections and paperwork in place before demolishing buildings. What Requirements Apply to Your Project?
General Project Guidelines
Demolitions (Non-Exempt)

1) Perform a thorough asbestos survey

2) Submit Form DEP 7036 Notification to the Kentucky Division of Air Quality Regional Office for the project location 10 working days or earlier before any demolition or abatement activities.

3) Work Practices and disposal:

A. No RACM - No asbestos-specific work practices required, demolition can begin 10 working days after notification.

B. Less than 160 sq. ft., 260 linear ft., or 35 cu. ft. of RACM in project
- RACM removal recommended to be performed by a certified entity prior to demolition in compliance with Kentucky requirements for asbestos abatement projects, demolition can begin 10 working days after notification.

C. More than 160 sq. ft., 260 linear ft., or 35 cu. ft. of RACM in project
- Certified entity must remove and dispose of material prior to demolition in compliance with US EPA and Kentucky requirements for NESHAP projects, removal can begin 10 working days after notification.

C. More than 160 sq. ft., 260 linear ft., or 35 cu. ft. of RACM in project
