Regional Water Resource Agency (RWRA), the municipal wastewater (sewer) utility located in Owensboro, KY, is accepting resumes for the position of Executive Director. This position is primarily responsible for oversight of all of the RWRA functions in a safe and efficient manner, which include administration, engineering, field, maintenance, plant operations, and environmental compliance.

Essential Job Duties:

• Responsible for providing any pertinent information to the board, as it relates to the board’s decision-making process
• Supervises the director level staff of the agency, which consists of five direct reports (the Director of Operations, Director of Engineering, Director of Environmental Compliance, and Director of Finance & Administration, as well as the Safety Manager)
• Serves as the agency representative to the regulatory authorities (Environmental Protection Agency (EPA), Kentucky Division of Water (KDOW), etc.) in matters related to Clean Water Act and is responsible to ensure its compliance
• Serves as the executive authority with issues regarding personnel, procurement, bid awards, contractual administration, property and liability insurance, and other agency business
• Recommends to the board solutions related to operational issues, which may include administrative, engineering, construction, personnel matters, etc.

Job Preferences and Requirements:

• Position requires a bachelor’s degree in engineering, business, or public administration, or related field
• Eight years or more full-time experience in a leadership/upper-level management position is required
• Knowledge of engineering principles related to construction and the operation and maintenance of wastewater treatment facilities and collection systems is preferred
• Professional Engineers (PE) license is preferred
• Progressive experience in a public sector/utility setting is preferred
• Knowledge and enforcement of federal regulations, state statutes applicable to sewers, utilities, rate structures, personnel, and government practices are preferred
• Experience working with a board of directors and/or elected officials, leading large organizations with multiple departments, as well as personnel management, is also preferred

Salary Information: $177,242/annually to $214,939/annually
