Kentucky League of Cities (“KLC”) is committed to protecting your privacy while you use websites software programs or applications operated by KLC (collectively “KLC Access Portals”). We urge you to read this privacy policy in its entirety so that you will understand all of the practices and procedures that relate to your on-line privacy. This privacy policy outlines the information that KLC may collect and how we will use that information.
WHAT WE COLLECT
We collect and aggregate both anonymous and personal data. What we collect depends on what you do when you use our KLC Access Portals and on what personal information you elect to give us. This privacy policy governs use of the information that you provide to us. It does not govern the manner in which we may use information we have obtained from any other source, such as information obtained from a public record or from another person or entity.

Unless otherwise set out in this privacy policy, any information we gather through our online forms or information that you otherwise provide to us for purposes of conducting e-commerce will not be released to third parties without your written consent. We do not sell user personal information. We do not provide user information to persons or organizations outside KLC that are doing business on KLC’s behalf for their own marketing purposes.
All information entered into KLC’s online e-business applications database is stored in a secure location on KLC’s internal network and KLC takes reasonable precautions to prevent access by anyone not authorized.

WHAT WE SHARE
We typically DO NOT sell, lease or otherwise share any aggregate non-personably identifiable data or personal information about our users with or to any third party companies or individuals. However, KLC reserves the right to provide your Personal Information to potential vendors that may sponsor or attend KLC events. If you are a city official or other public official, KLC reserves the right to provide your Personal Information to any constituency group at KLC’s discretion.
We may disclose your personal information if required to do so by law or in the good-faith belief that such action is necessary to: (a) conform to the edicts of the law or comply with legal process served on KLC or its websites; (b) protect and defend the rights or property of KLC; or (c) act to protect the personal safety of the employees of KLC and other users of the website.

Personal information provided by users may be used for marketing and informational purposes only by KLC and affiliates. Except as otherwise noted, we may utilize third party providers for marketing and informational purposes on our behalf. KLC does not rent, sell or otherwise distribute to third parties, your personal information entered using KLC Access Portals. While we use all reasonable efforts to safeguard the confidentiality of your information, KLC will have no liability for disclosure of any information obtained due to errors in transmission or the unauthorized acts of third parties.

We strive to provide users the opportunity to control their personal information that we maintain about them where possible. To access, update, or change the personal information we maintain about you, you can log in to your account, if applicable, and follow the instructions on that webpage. Please note that exercising these opt-out rights may limit your ability to receive the full range of our products and services.
We reserve the right to ask for information verifying your identity prior to disclosing any information to you. Should we ask for verification, the information you provide to verify your identify will be used only for that purpose, and all copies of this information in our possession will be destroyed when the process is complete.
Promotional Communications
If you do not wish to receive promotional emails from us, please let us know by using the opt-out response device that can be found at the bottom of every email we deliver or by contacting us at the Contact Information provided below. To help us process your request, please include sufficient information for us to identify you in our records (your email address will suffice). Please allow a reasonable time for us to process your request. Please note that, although you can opt not to receive promotional messages, we reserve the right to send you informational email messages about any administrative notices regarding the KLC Access Portals, as permitted under the CAN-SPAM Act (15 U.S.C. §7701 et seq.).
CONFIDENTIALITY AND SECURITY
KLC will use its best efforts to ensure that no unauthorized parties have access to any of your nonpublic personal information. We restrict access to nonpublic personal information about you to those individuals and entities who need to know that information in order to provide products or services to you. We will use our best efforts to train and oversee employees and those acting on behalf of KLC to ensure that your information will be handled responsibly and in accordance with this Privacy Policy. We currently maintain physical, electronic and procedural safeguards to guard your nonpublic personal information.
Communications with KLC Access Portals containing confidential information require that a “secure session” be established. Such communication between KLC and its authorized users is encoded using Secure Sockets Layer (SSL) technology utilizing a minimum of 128 bit encryption.
CHILDREN'S PRIVACY
We believe that protecting the privacy of children is very important. KLC Access Portals are not designed to attract individuals under the age of 18. In accordance with the Children's Online Privacy Protection Act (COPPA), we do not collect or store any personal information, even in aggregate, about children under the age of 13. If we discover we have received any information from a child under the age of 13 in violation of this privacy policy, we will delete that information immediately. California Privacy Rights
California’s “Shine the Light” law permits users of the Site that are California residents to request certain information regarding our disclosure of PII to third parties for their direct marketing purposes. To make such a request, please contact us at the Contact Information provided below.
Data Retention
We will retain personal information while users maintain an account with us or to the extent necessary to provide the services through the KLC Access Portals. Thereafter, we will keep personal information for as long as necessary: (i) to respond to any queries from users; (ii) to demonstrate we treated users fairly; (iii) for ordinary business continuity procedures; or (iv) to comply with any applicable laws. We delete personal information within a reasonable period after we no longer need the information for the purposes set out in this privacy policy. We reserve the right to keep staff addresses and phone numbers of current and former public officials.
LINKED SITES
KLC Access Portals may contain links to various other websites. KLC assumes no responsibility for the content or practices of websites linked through our access portals, and such linking should not suggest or imply any affiliation or endorsement by KLC of the linked website. Please be aware that we, KLC, are not responsible for the privacy practices of such other websites. We encourage our users to be aware of when they leave KLC Access Portals and to read the privacy statements of each and every website that collects personal information. This privacy statement applies solely to information collected by KLC Access Portals.
DO NOT TRACK DISCLOSURES
Some web browsers may transmit “do-not-track” signals to websites with which the browser communicates. Our Site does not currently respond to these “do-not-track” signals.
SPAM
Except as provided herein, we do not participate in bulk email solicitations that you have not consented to receiving (i.e., “Spam”). We do not sell or disclose user lists or email address lists to unrelated third parties. Except as otherwise provided herein, we do not share PII with any third party advertisers.
SMS
The Kentucky League of Cities respects your privacy and is committed to protecting your personal information. We do not share, sell, or disclose any information obtained through SMS text messages to any third party, except as required by law. All information you provide via SMS will be kept confidential and used solely for the purpose of communicating with you regarding our services, updates, or transactions. Your trust is important to us, and we take appropriate measures to safeguard your information.
BUSINESS TRANSITIONS
In the event KLC goes through a business transition, such as a merger, being acquired by another company, or selling a portion of its assets, users’ personal information will, in most instances, be part of the assets transferred. Users will be notified via prominent notice on our website for 30 days prior to a change of ownership or control of their personal information. If, as a result of the business transition, the users’ personal information will be used in a manner different from that stated at the time of collection, they will be given a choice consistent with our "Revisions to this Policy" section.
REVISIONS TO THIS POLICY
KLC reserves the right to periodically revise this privacy policy. Please check www.klc.org periodically for changes. The document revision date displayed above will indicate when this policy was last revised. If we decide to change our privacy policy, we will post those changes to this privacy statement, and other places we deem appropriate so our users are always aware of what information we collect, how we use it, and under what circumstances, if any, we disclose it. We will use information in accordance with the privacy policy under which the information was collected.
If, however, we are going to use users’ personal information in a manner different from that stated at the time of collection, we will notify users via email. Users will have a choice as to whether or not we use their information in this different manner. However, if users have opted out of all communication with the site, or deleted/deactivated their account, then they will not be contacted, nor will their personal information be used in this new manner. In addition, if we make any material changes in our privacy practices that do not affect user information already stored in our database, we will post a prominent notice on our website notifying users of the change. In some cases where we provide a notice we will also email users, who have opted to receive communications from us, notifying them of the changes in our privacy practices.
