New Opioid Funds Spending Portal Now Active

Kentucky cities can use a new online portal to report their use of opioid settlement funds. The new system provides a more detailed process through a revised state regulation to enhance transparency and accountability. All local governments must submit their reports through the new portal by Aug. 31.

The new system aligns with Kentucky’s official regulation, 040 KAR 9:020, for reporting opioid settlement funds. It will replace the quarterly certification forms that were previously submitted.

Unlike the American Rescue Plan Act and other funding reporting requirements, the portal is very basic. Information reported includes opioid monies received to date, expenditures, and any grant recipients. The Kentucky League of Cities will have access to “dummy” accounts to view blank reporting pages when assisting cities with the portal. Cities receiving opioid settlement funds should have received an email from the Kentucky Office of the Attorney General about portal access. If you have not received an email, please contact Jessica Bowman, accountability and advancement specialist with the Kentucky Opioid Abatement Advisory Commission.
