POSITION SUMMARY Under general administrative direction, plans, organizes, directs, coordinates and evaluates activities and programs involving the construction, maintenance and cleaning of storm sewer infrastructure, floodwall, streets, and right-of-way that are the responsibility of the City of Frankfort; acts as Director of Public Works in the Director’s absence.

ESSENTIAL FUNCTIONS

  • Reviews development plans, traffic and drainage studies and water quality plans for compliance with Department and accepted engineering standards;
  • Performs inspection of ongoing construction and capital improvement projects;
  •  Aids in preparing the City Capital Improvement Plan and Departmental Projects;
  •  Administers the Phase 2 Stormwater Program;
  • Aids in enforcement of Department regulations and policies;
  • Coordinates infrastructure projects with appropriate federal, state and local regulators;
  • Attends pre-bid, pre-construction, and other meetings as required and provides written documentation of    project status;
  • Performs final inspection of construction projects and prepares documentation for punch list;
  •  Contacts homeowners as necessary to explain work activities on or adjacent to their property;
  • Must be able to read and interpret blueprints and engineering drawings;
  • Assists other departments and/or agencies during planning and construction projects;

SPECIAL REQUIREMENTS Must be licensed as a professional engineer by the Commonwealth of Kentucky and maintain license as a condition of employment.  Must possess a driver’s license and must maintain license as a condition of continued employment in the position.  Must be capable of:

  • Communicating effectively, both orally and verbally, with other employees.  
  • Establishing and maintaining an effective working relationship with federal, state and local officials, business representatives and the public.   Extensive knowledge of:
  • Installation and maintenance procedures for storm water conveyance and control infrastructure.
  • Construction and maintenance of streets and sidewalks
  •  NPDES Phase II MS4 requirements and procedures
  • Installation and maintenance of erosion control Best Management Practices (BMPs)
  • Working knowledge of Geographic Information Systems (GIS), ArcView, and CADD are a plus.

WORK EXPERIENCE REQUIREMENTS Five (5) years of directly related experience preferred with two (2) years in a supervisory capacity a plus. EDUCATION REQUIREMENTS Bachelor Degree in Civil Engineering, Environmental Engineering, or comparable field required.  

WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is typically performed sitting at a desk; at times work, may include standing or stooping, lifting objects of more than 50 pounds, and being outdoors regardless of weather conditions.  Exposure to noise, operating machinery, moving parts, fumes, chemicals and toxic substances is possible.

Salary Information: $72,726 - $90,413
