CLASS TITLE: Codes Enforcement Coordinator

DEPARTMENT: Codes Enforcement

PAYGRADE: 7

CHARACTERISTICS OF THE CLASS: Under the administrative supervision of the city manager. This position will be responsible for managing codes enforcement Inspectors and managing day-to-day operations of codes enforcement. The position will be tasked with prioritizing and monitoring work schedules for the inspectors and coordinating efforts between codes enforcement and other departments within the city. Customer service is a high priority. Following up with the public in the form of meetings, phone calls, and emails as questions come up is necessary. Providing support and information to the inspectors is also very important.

DUTIES AND RESPONSIBILITIES:

  1. Plans, organizes, and directs the work of subordinate codes enforcement officers, performing all phases of property code inspections. Completes case assignments and monitors officer activity and productivity through reports and regular interaction with officers. Performs inspections as needed. Reports cases monthly to the Codes Enforcement Authority Board.
  2. Plans, organizes, and directs the work of subordinate animal control officers, including performing all phases of animal inspections, including abuse & neglect, cruelty and care compliance. Monitors officer activity and productivity.
  3. Enforces the International Property Maintenance Code and City of Richmond Nuisance Code through actively performing inspections and ensuring that cases are in compliance with these codes.
  4. Manages the development and implementation of department objectives, policies, and priorities. Establishes appropriate service and staffing levels: selects, motivates, coordinates training with employees.
  5. Acts as liaison between code officials and property owners, property managers, landlords, and tenants on matters involving codes and codes enforcement to obtain compliance and communicates with the city manager, Codes Enforcement Board, and elected officials to keep them informed on the status of inspections, re-inspections, investigations, code interpretations, special projects, and other matters; will perform inspections of problem properties in order to complete investigations and code interpretations.
  6. Completes and administers department budget, estimates funds needed for violation abatement, staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures, and directs the preparation and implementation of budgetary adjustments as needed to achieve a reasonable level of spending.
  7. Serves as the demolition coordinator for the city and the Code Enforcement Board including scheduling, contracting, procurement and is responsible to ensure the proper hazardous material protection and mitigation is followed.
  8. Attends national, state, and local seminars, conferences, and meetings related to property codes and professional development to maintain certification.
  9. The duties and responsibilities of the codes enforcement coordinator include, but are not limited to, the above.

EDUCATION AND EXPERIENCE: Graduation from an accredited high school or vocational school or equivalent (GED) supplemented by four years progressively responsible experience in municipal codes enforcement.

SPECIAL NECESSARY REQUIREMENTS: Must possess and maintain a valid Kentucky driver’s license. Ability to be certified codes enforcement training and animal control officer within six months of employment.

SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge in all of city ordinances and citation process where possible violations may most easily be observed and corrected. Ability to read and accurately interpretate and establish and maintain effective working relationships with employees and citizens. Analytical and administrative abilities. Ability to communicate effectively, orally, and in writing. Excellent physical condition. Ability to work under adverse weather conditions. Sound judgment. Firmness. Integrity.

Salary Information: Paygrade: 7 $63,000 - $115,000
