CHARACTERISTICS OF THE CLASS: Under the administrative direction of the city manager, the assistant city manager performs highly responsible and complex administrative work while participating in the management and implementation of the strategic direction of the city and providing senior level managerial support to all city departments and the City Board of Commissioners. The assistant city manager supports the city manager in the budgeting, planning, administering, and evaluating the activities and operations of the city; provides policy development; facilitates the development and implementation of long and short range plans, policies, goals, objectives, and programs to provide the city with technical and administrative direction in meeting and maintaining the city’s service delivery standards; performs analyses to ensure public services are delivered in an efficient and effective manner. The assistant city manager performs the city manager’s duties in their absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Provide senior level confidential staff support to the city manager; analyze and implement organizational policies and procedures; assist in the preparation of the budget; respond to and resolve public inquiries and complaints.
  2. Serves as a senior member of the city’s leadership team and serves as liaison to other government and non-profits entities.
  3. Oversees Human Resources, Public Information, and Safety and Risk Management.
  4. Provides public education, speaking, and outreach for new and ongoing projects.
  5. Serve as project manager for a variety of special projects; facilitate project activities and resolve problems; develop and submit project reports to the city manager.
  6. Supervise, at the city manager’s discretion, the work of support staff in General Government and other city departments; act as city manager in city manager’s absence.
  7. Serve as staff and liaison for a variety of committees, boards, and commissions; provide responsible staff support to the city manager.
  8. Provides assessments of ongoing operational needs through department heads and determines best organizational structure to meet goals and objectives.
  9. Assess and monitor work load, administrative support systems, and internal reporting relationships; identify opportunities for improvement and implement as appropriate.
  10. Confer with department heads and programs managers concerning administrative and operational problems, work plans, and strategic plans; make appropriate decisions or recommendations.
  11. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of city management and administration.
  12. Provide a coordinated response with the appropriate staff to media inquiries, City Commission concerns and issues, and community needs.
  13. Respond to and facilitate difficult and sensitive citizen inquiries and complaints.
  14. The duties and responsibilities of the assistant city manager include, but are not limited to, the above.

EDUCATION AND EXPERIENCE: Completion of Bachelor's degree from an accredited college or university in Public Administration or closely related field. Master’s Degree is preferred but not required. Five to seven years of relevant, progressively responsible experience in the public sector; including experience in a supervisory capacity. Local government management and working knowledge of city manager form of government is strongly preferred. Qualified applicants must possess considerable knowledge and experience relating to the principles and practices of public administration, including practical knowledge of public finance, budgeting, forecasting, and strategic planning. Qualified applicants must have the ability to effectively communicate professionally with citizens, journalists, staff, department heads, the City Commission. They must have a demonstrated history of working cooperatively with others. Excellent oral and written communication skills, as well as having extensive experience with Microsoft Office (or similar) products is required.

SPECIAL REQUIREMENTS: Must possess and maintain a valid driver’s license.

Skilled in research and application of legal matters to situations that arise. Strong interpersonal, analytical, decision making, problem solving and organizational skills. Strong conflict resolution skills. Effective and persuasive speaking, writing, and listening skills. Ability to promote and enhance a team-oriented work environment. Interpret and apply city policies, procedures, ordinances, and regulations relating to assigned activities. Provide responsible assistance to the city manager. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze and evaluate assigned service delivery methods and techniques. Understand the organization and operation of the city and of outside agencies as necessary to assume assigned responsibility. Interpret and apply federal, state, and local policies, laws and regulations. Operate office equipment including computers and supporting software applications. Prepare clear and concise administrative and project reports. Aid the city manager in the preparation and administration of large and complex budgets. Establish and maintain effective working relationships with those contacted in the course of work.

PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is frequently required to sit, talk, hear, read computer monitor and printed and handwritten documents and forms; use fingers to operate keyboard to enter information into computer records. The employee must occasionally lift and/or move objects up to 30 pounds. The position requires the ability to operate the following equipment: personal computer, telephone, digital camera.

Salary Information: Paygrade: 9 $75,000-$155,000
