The City of Florence is accepting applications for the position of finance director. Interested individuals shall submit a letter of intent/resume to Linda Chapman in the City of Florence Finance Department no later than 5:00 PM Friday, Aug. 2, 2024. Salary is $134,389. Exempt / EOE

GENERAL RESPONSIBILITIES: Under legislative direction and administrative direction of the city coordinator, serves as chief financial officer of the city; plans, organizes, directs, controls, and evaluates the activities of the Finance Department; does work as assigned.

ESSENTIAL JOB FUNCTIONS: Acts as the principal financial advisor to the mayor, city coordinator, council, and other officials. Assures adherence to generally accepted accounting principles. Develops annual revenue estimates for the annual budget; assists the city coordinator in compiling the annual budget. Develops a three-year progressive budget for the general and water and sewer funds. When capital improvements projects are being planned, makes estimates of capital needs and arranges financing, including, when necessary, negotiating bond sales. Arranges for investment of idle funds. Oversees preparation and review of city payroll. Prepares and distributes employee W-2 forms, annual employee benefit statements, and 1099’s. Prepares monthly bank reconciliations. Process administrative invoices and reviews all disbursements. Oversees the custody of city funds and other assets. Cooperates with the external auditors on the annual audit of city financial records, practices and procedures. Prepares and reviews and audit report. When so assigned, coordinates purchasing among the various city departments. Takes hands-on approach to operating the Finance Department in payroll, billing and collections, accounts receivable and payable, managing cash flow, developing and implementing all accounting procedures, including making recommendations for computerized accounting systems where appropriate, developing and overseeing procedures for internal controls in the departments where cash is accepted from the public, handling the city's financial reporting to the state, developing methods for determining operating costs in the various city departments as a means of controlling or reducing costs. When grants are received from the federal or state governments, establishes financial accounts and records in ways that meet the grantor's requirements. May be called in at any time for unscheduled or emergency work activities. Prepares monthly financial statement. Schedules, supervises, and evaluates department employees.

MINIMUM QUALIFICATIONS: Bachelor’s degree from an accredited university in finance, accounting, economics, or public administration, supplemented by at least five years of appropriate professional level experience, or any combination of education, training, and experience which provides the knowledge, skills, and abilities to effectively perform the duties of the position. This position requires a generalist; therefore, the education and experience should cover at least several facets of financial management, such as accounting, investments, supervision of a staff, computerization, and general financial management.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Must possess extensive knowledge of generally accepted accounting principles and practices, investment principles and practices, computer operations as applied to an accounting environment, cost accounting, and fund accounting. Must possess extensive knowledge of the contents and provisions of the city personnel policies and procedures. Must have extensive knowledge of local government operations, legal requirements, and financial records management. Must have broad knowledge of contemporary office practices, procedures, and equipment. Must possess management, supervisory, and administrative skills. Must be highly skilled in business math, grammar, spelling, and punctuation. Must be skilled to learn modern computing systems and department specific applications. Must possess ability to develop accounting systems, including computerized systems where appropriate, ability to prepare accurate and clear financial reports including reports intended for lay audiences, ability to interpret economic forecasts and make revenue projections, ability to install and oversee billing procedures, accounts payable procedures, accounts receivable procedures, and other programs needed in municipal finance.
