PURPOSE OF CLASSIFICATION The purpose of this classification is to provide purchasing and operational support to the city and finance department. The finance manager is responsible for the city’s procurement process and will work closely with other departments to ensure that procurement needs are met in a timely and cost-effective manner. In addition, ensuring accuracy in financial reporting, monitoring internal controls of the utility billing and occupational license areas, and supporting management in strategic decision-making for the city.

ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Oversees all procurement functions for the city which may include the following:
    • Reviews Purchase Orders (PO) in city software to ascertain accuracy, proper accounting, and conformity with quotes and expense classification.
    • Handles the coordination of all bids and quotes for the city.
    • Submits, emails, or mails requests for bids/quotes to vendors or service providers.
    • Prepares a bid advertisement for the local newspaper and/or the city website.
    • Coordinates the bidding process; drafts specifications for equipment purchases; assists other departments in drafting equipment specifications as needed; submits requests for bids/proposals to vendors or service providers; opens bid packages in public setting and reads submitted bids aloud at designated time; reviews/analyzes bids and makes purchasing recommendations.
    • Prepares or completes various forms, reports, correspondence, bid specifications, bid schedule, budget documents, audit reports, graphs, or other documents. •Reviews and analyzes all bids/quotes for the city.
    • Maintains all the necessary procurement records for the city to ensure compliance.
    • Monitors and has knowledge of current state price contracts/specifications; determines best method of procurement for each purchase to ensure compliance with state statutes, city ordinances, grant requirements, and other guidelines.
    • Provides information and assistance to other departments regarding purchasing issues; provides training to new department directors regarding city purchasing policies.
    • Reviews procedures related to purchasing activities of the city and recommends any changes to their supervisors and department head, as needed.
  • Assists with preparation of annual budget; monitors status of budget; identifies budgetary changes in patterns.
  • Reviews financial reports and provide insights to chief financial officer and assistant CFO regarding the company’s financial health from the city’s financing activities of taxes, utilities, and other charges.
  • Assists with short-term and long-term financial planning for the city. This may include forecasts, projections, and reviewing economic outlook reports.
  • Supervises the utility billing staff and monitors the utility billing operations. Assists the utility billing staff as needed for any major projects or urgent matters and tasks.
  • Supervises the occupational license office for the city and monitors compliance. May assist in daily operations during demanding times.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.
  • Monitors and manages financial risks, working with other members of the finance team to mitigate potential issues.
  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Continuously evaluates and improves financial processes and systems to increase efficiency and reduce errors.
  • Assists the accounting manager, assistant CFO, and chief financial officer with special projects and other accounting/finance items as needed for daily operations. Provides weekly/monthly status reports to assistant CFO and chief financialoOfficer.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise. Ensures tasks and deadlines are met.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; reviews large amounts of data and numbers from operations for accuracy. Uses data analytics in excel or other systems to interpret different data sets for governmental accounting.
  • Communicates with supervisor, employees, other departments, auditors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Maintains regular and predictable in-person attendance during regular business hours of the City of Henderson is required.
  • Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the city’s drug and alcohol policy.

MINIMUM QUALIFICATIONS Bachelor’s degree in finance, accounting, or closely related field; supplemented by three years previous experience and/or training involving accounting, purchasing/procurement, financial analysis, financial management, budget development; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Professional certifications such as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) is preferred. Must possess and maintain a valid driver’s license.

Salary Information: $70,901.51 - $80,000.00 Annually
