On January 6, 2022, the U.S. Department of the Treasury released the final rule governing State and Local Fiscal Recovery Funds provided through the American Rescue Plan Act (ARPA). Although the final rule will not take effect until April 1, 2022, cities may take advantage of the final rule’s flexibilities and simplifications before the effective date.

Kentucky cities will receive a combined $931 million over a two-year period through the State and Local Fiscal Relief Recovery Fund, which is part of the American Rescue Plan Act (ARPA) signed by President Biden in March 2021.

The U.S. Department of Treasury pushed back the deadline for cities to file their first project and expenditure report. Those reports are not due until January 31 for six entitlement communities (Ashland, Bowling Green, Covington, Lexington, Louisville, and Owensboro) and April 30 for all other Kentucky cities.

The Kentucky League of Cities is providing information as soon as we receive it on the allocation process and other pertinent city material.
