The City of Shelbyville’s Public Works Department is accepting applications for a full-time stormwater program manager.
General Duties: This position is supervised by the city engineer/public works director, and responsibilities for this position include, but are not limited to: the oversight, management, and implementation of the city’s National Pollution Discharge Elimination System (NPDES) Phase II Municipal compliance program; serving as the point of contact for the Kentucky Division of Water on the city’s stormwater program and the city’s Illicit Discharge Detection and Elimination program; coordinating the city’s role in spill responses and assisting with emergency operations and roadway traffic control in the event of flooding, storms, or downed debris; operating and maintaining all city stormwater facilities; coordinating and participating in the development and updating of short-range and long-range storm water capital improvement projects; supervising the stormwater/engineering technician(s) and engineering/GIS technician(s) to provide inspections and examine stormwater infrastructure; assisting with ice and snow removal on roads and sidewalks; developing and conducting water quality educational presentations; assisting in the preparation of grants related to water quality and environmental conservation; and performing a variety of other office-related functions.
Education and Experience Qualifications:
Special Knowledge, Skills, and Abilities: Knowledge of technical drafting skills, practices, and methods including but not limited to storm drainage systems, streets, and erosion/sediment control; knowledge of NPDES Phase I or II Municipal Stormwater permit requirements; knowledge of the principles, practices, and methods of permit processing and engineering plan review; knowledge of federal, state, and local laws, codes, and regulations relating to stormwater design, environmental practice, Best Management Practices (BMPs), NPDES, water quality standards, and critical area protection; knowledge of erosion and sediment control BMPs for construction projects; knowledge of Low Impact Development (LID) methods relating to stormwater water quality designs; knowledge of general computer applications, stormwater software computer aided drafting and design software, and Geographic Information Systems (GIS); possession of strong analytical abilities relating to stormwater infrastructure design, construction, and mitigation; the ability to read and interpret civil engineering plans and designs; the ability to review engineering computations related to design of stormwater conveyance, water quality, and research and development facilities; excellent communication and interpersonal skills; the ability to use Microsoft office software; the ability to solve problems and work as a part of a team; the ability to represent the city in a highly professional manner; and the ability to be available during off hours in case of emergency.
Salary Information: $75,400 - $94,225, based on education and experience. Excellent benefit package
