Parliamentary Procedure

During city legislative body meetings, procedural guidelines help organize, formalize, and guide debate and decision making. Cities widely use Robert’s Rules of Order as the standard for meeting rules. Since state law is mostly silent on local parliamentary procedure matters, city legislative bodies are largely free to adopt the rules of order that best suit their needs. Parliamentary procedure governs such things as motions, etiquette, and speaking limits during meetings.
