Public-Private Partnerships

Public-private partnerships (P3s) are collaborations between government and private organizations to provide infrastructure or services to the community they serve. A P3 may help a community provide a health program for children, training for unemployed workers, transportation infrastructure, parking services, tourism venues, or more. P3s differ from contracts because the decision-making, funding, expertise, skills, risks, costs, and revenues associated with the project are shared by the participants. 

In the 2016 Regular Session, the Kentucky General Assembly passed House Bill 309 to provide a framework for using public-private partnerships as an alternative method for constructing or financing capital projects or procuring services.
